Agreement Period: 01.01.2023 – 31.12.2025

Accepted Article Types: Research articles, review articles, data articles, and rapid publications.

Accepted Journal Types: Journals classified under Web of Science (SCIE, SSCI, and AHCI) in Q1 and Q2 categories (Hindawi journals are not included in the agreement).

List of Funded Journals:
Accessible under the “Funded OA Journal List” file(s) in the Wiley section of the page above. Since journal impact factors are published annually by WOS-JCR in July, there is one valid list between January–July and two valid lists between July–December.

Eligibility Criteria

To benefit from the agreement, at least one of the authors must be actively affiliated with an EKUAL member institution (university, training and research hospital, or similar).

Submission to Fully Open Access Journals

If submitting to a fully Open Access journal (also referred to as Gold OA), all articles are published as OA and require an Article Processing Charge (APC). Therefore, authors must complete the OA application process during submission.

Submission to Hybrid Journals

In hybrid journals, authors may choose to publish their articles either as OA or subscription-based. The OA application process begins after the article is accepted.

If OA Approval is Not Granted by TÜBİTAK ULAKBİM

Check whether your article meets TÜBİTAK’s criteria (article type, journal type, and eligibility). If all conditions are met, you may contact: ukg@ulakbim.gov.tr to request reconsideration.

If the Journal is Not Included in the Funded List

• You may pay the APC yourself or find alternative funding, or
• Withdraw your manuscript and submit it to another eligible journal (note that the review process will restart).

If Article Type or Eligibility Criteria Are Not Met

• For OA journals: You may pay the APC or seek external funding, or withdraw and submit to a hybrid journal.
• For hybrid journals: You may publish your article as non-OA.

Quota Policy

There is no individual or institutional quota; however, there is a national quota applied on a first-come, first-served basis.

What Happens When the OA Quota Is Exhausted

If the quota is reached, authors will not see the TÜBİTAK OA Agreement option (TUB1 code) during application.
To publish OA, the APC must then be covered by the author or another funding source.

If the Author Withdraws OA Request Due to Quota Limits

• For OA journals: The manuscript may be withdrawn and submitted to a hybrid journal.
• For hybrid journals: The article can be published as non-OA if accepted.

Importance of Using Institutional Email

Verification of eligibility is conducted via the author’s email address. Using an institutional email ensures smoother and faster processing and avoids delays.

If an Article Is Rejected After OA Application

Rejected articles may be submitted to another Wiley journal, but the submission and review process will restart.

Notification of OA Approval/Denial

• For OA journals: Authors are informed that their application has been received and will be approved if accepted.
• For hybrid journals: Approved articles do not receive a separate notification.
• For non-compliant articles: OA requests are denied, and the reason is recorded in the system and communicated via the journal editor.

Publishers Covered Under OA Agreements

• Wiley (2023–2025)
• Springer Nature (2024–2026)

No other publishers are covered under EKUAL OA agreements. For institutional agreements with other publishers, please consult your library.
