Within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM, a “Read & Publish” (R&P) agreement has been signed with Oxford University Press (OUP) for the 2026–2028 period, covering both access to academic content and the ability to publish Open Access (OA) articles.

Under this agreement, EKUAL member institutions will be able to:

• Access Oxford Journals Online.
• Publish OA articles in Hybrid and Full Open Access journals within the 2026 Oxford Journals Online collection, according to the annual article quota specified below:

Annual OA Article Quotas:

• 2026: 400 articles
• 2027: 408 articles
• 2028: 416 articles
