TÜBİTAK–Cambridge University Press (CUP) “Read & Publish” Agreement (2026–2028)
Within the scope of the EKUAL Project managed by TÜBİTAK ULAKBİM, a new "Read & Publish" agreement has been signed with Cambridge University Press covering the 2026–2028 period, which supports both access to academic content and Open Access (OA) article publishing.
The details and implementation guidelines of the agreement are provided below:
Agreement Scope and Duration
- Duration: The agreement is valid for three years, from January 1, 2026, to December 31, 2028.
- Access: All EKUAL member institutions in Turkey will continue to have access to the Cambridge Journals Online (CJO) “Full Package” content.
- Open Access: Under this agreement, authors have the right to publish OA articles in the CJO “Full Package” without any quotas.
TÜBİTAK OA Publishing Support and Eligibility Criteria
To publish articles as Open Access without paying the Article Processing Charge (APC), the corresponding authors must meet the following criteria:
- Eligible Author: The corresponding author must be an authorized user affiliated with an EKUAL member institution.
- Institutional Affiliation: Authors are advised to use their institutional email addresses when applying. Personal email addresses (e.g., Gmail, Hotmail) may delay verification processes.
- Institution Coverage: All EKUAL member institutions are included.
- Agreement Coverage: The agreement covers unlimited OA publishing in both hybrid journals and fully gold (full/complete) OA journals.
Retroactive Open Access Conversion
Rules for retroactive OA conversion under this agreement are as follows:
- Hybrid Journals: Articles published as “closed access” in hybrid journals between January 1, 2026, and the agreement signature date (February 16, 2026) can be converted to OA free of charge upon request from the author(s) (notification to ukg@ulakbim.gov.tr) and TÜBİTAK ULAKBİM approval. No refund will be provided for articles already published as OA with APC in hybrid journals.
- Full OA Journals: For articles published in gold OA journals with APC between January 1, 2026, and February 16, 2026, no APC refunds will be issued.
- General Conversion Right: During the agreement term, any article published as “closed access” in hybrid journals can be converted to OA upon author request within three months of the publication date.
Additional Notes
- If an author listed on the TÜBİTAK AYEK Prohibited List, or a person whose professional practice rights have been revoked or temporarily suspended by the Ministry of Health, receives APC support by mistake, or if an APC-funded article is retracted, the corresponding or co-authors must notify ukg@ulakbim.gov.tr and repay the APC to ULAKBİM. Otherwise, ULAKBİM is entitled to collect the APC from the corresponding author.
